Demolition of the building stock is a common phenomenon today, which also applies to buildings with cultural and historical values. This does not promote adaptation to climate change or the realization of a circular economy in the construction sector, but new openings and perspectives are needed for the discussion. In municipalities, the discussion about preserving or demolishing buildings is one-sided and there is no more versatile expertise available to support decisions. National and regional strategies have been drawn up, for example cultural environment programs and architectural policy programs, but a more concrete examination at the local level is needed to curb demolition. The new building law will also bring changes to operational works.
Most municipalities use the real estate portfolio service of Senaatti estates, where in practice buildings are evaluated only on technical and economic grounds, cultural environmental values are mostly ignored even if the building is inventoried and preserved in an urban plan.
GOALS
The goal of the project is to prepare a report and a road map or a program of actions in three small and medium-sized municipalities and cities in the Kanta-Häme and Päijät-Häme regions in relation to the building stock owned by the municipality, its cultural-historical value and the assessment of the need for repairs. These measures provide municipalities with tools for combating and adapting to climate change in the construction sector, and the results of the project are communicated to other municipalities in the region. The aim is also to organize seminars for municipal decision-makers, officials and citizens, where experts from different fields will give preliminary information on climate change prevention and adaptation, the circular economy of construction, the cultural environment and different ways of repairing buildings.
ACTIONS
The actions of the project are as follows:
- interviews with officials of the target municipalities (especially in technical sector and land use planning, also trustees)
- a survey for municipal residents about the values and meanings of the local built environment
- organizing open seminars with various cooperation bodies (e.g. Finnish Architects' Association, Finnish Local Heritage Federation, Green Building Finland, ELY centres, regional councils, regional responsibility museums, etc.) to promote public and multidisciplinary discussion about the project's scope
- a survey for municipal residents about the values and meanings of the local built environment
- chosen case studies (1-2 / municipality) to support the development of the roadmap or action programme
- preparation of a municipality-specific built environment roadmap or program
RESULTS
In the project, a road map or program is produced on future actions and responsible parties for the building stock owned by the target municipalities. This model can be presented and distributed to other municipalities for use. In addition, there is a survey of the building stock owned by the target municipalities and its current state, as well as their cultural environmental values. The project also increases general awareness and information about the value of buildings and repair options at the local level, as well as discussion about them by organizing expert seminars open to everyone.
LAB University of Applied Sciences acts as the administrator of the project and forms a cooperation network with different actors, whose expertise is used in the implementation of the measures (report, road map, communication, seminars).
