Sustainable Mobility Pilots in the Region of Päijät-Häme (KELPO)
Päijät-Häme aims to be carbon neutral by 2030 and the City of Lahti by 2025. Reducing greenhouse gas emissions from road transport is an essential part of efforts to mitigate climate change and move towards a more sustainable society. In Päijät-Häme, road transport accounts for 32% of all greenhouse gas emissions in 2021. In order to reach the emission reduction targets, car use should be reduced and electrification promoted, and the share of walking, cycling and public transport in people's mobility should be increased. The transport emissions reduction target will not be achieved by one measure, but requires a systemic change, i.e. a lot of smaller actions at different levels. Municipalities and their decision-makers have a key role to play in creating an environment enabling sustainable transport, and need evidence-based data and proven measures to support systemic change towards sustainable mobility.
This project is a joint venture by LAB University of Applied Sciences and the city of Lahti.
The aim of the project is to promote a change in mobility in Päijät-Häme:1) to reduce road transport-related emissions by promoting the adoption of new technologies in mobility and transport services,2) to support the systemic shift towards low-emission/zero emission modes of transport in the region,3) to increase the knowledge of the business community on energy solutions and efficiency to support the green shift and electrification of urban logistics and the region's suburban freight transport,4) to produce and disseminate information on sustainable mobility to support the updating of the City of Lahti's climate programme and the preparation and implementation of the climate plans of the municipalities in the region, urban planning and political decision-making, and5) to increase the understanding of residents of the impact of mobility on emissions, the environment and well-being, and to influence the attitudes and everyday mobility habits of the people of Päijät-Häme.
The project identifies the most effective measures at municipal level to promote sustainable transport, assess their emission reduction impacts and carry out sustainable mobility pilots (school travel, commuting, distribution logistics). Based on the information and experience gained, the project will develop operational models, tools and proposals for action for decision-makers in the cities and municipalities of the province, to support the City of Lahti's climate programme and the climate planning of the municipalities in Päijät-Häme, and for use by local educational institutions and businesses. The project will also produce communication materials and disseminate the results to the target groups of the project: municipalities, municipal decision-makers, civil servants, educational institutions, the private sector, residents and other stakeholders. The measures promote Päijät-Häme region's energy efficiency measures and the reduction of greenhouse gas emissions from road transport.
As a result of the project, municipalities have improved their capacity to promote sustainable mobility. The pilots facilitated by the project have provided more accurate information on the most effective sustainable mobility solutions. The project results in regionally scalable sustainable transport and mobility models, tools and concrete proposals for action, as well as communication materials for the use of Päijät-Häme cities and municipalities. The results of the project will be used not only in the city of Lahti but also in other municipalities in Päijät-Häme, and will be disseminated more widely at national and international level.
