Strengthening Climate Change Adaptation in Päijät-Häme

Climate action in Päijät-Häme has traditionally focused on reducing greenhouse gas emissions. However, with the adoption of the regional Climate Change Adaptation Plan and the Green Transition Programme, the growing need to prepare for the impacts of climate change has become increasingly evident. The region now requires more detailed adaptation measures, strengthened expertise, and practical solutions to improve resilience.

Objectives

The project aims to strengthen climate change adaptation in Päijät-Häme by supporting both key industries and municipalities in identifying, planning, and implementing adaptation measures.

The main objectives are to:

- Support regional industries in adapting to climate-related risks and taking advantage of emerging opportunities, with a particular focus on the food system.
- Advance the implementation of regional and municipal climate and adaptation plans through practical actions and solutions.
- Increase knowledge and expertise in climate adaptation while strengthening cooperation and networking among stakeholders.

Activities:

Supporting Climate Adaptation in Key Industries

The project helps businesses prepare for climate change through regional risk assessments and the identification of new business opportunities. Experts from LAB University of Applied Sciences and the Päijät-Häme Regional Council will conduct a regional climate risk analysis to identify the most significant climate risks and the sectors most vulnerable to them.

Based on the analysis, sector-specific climate risk cards will be developed for key industries, alongside a more detailed assessment of the food system. In addition, an idea competition will be organized to identify innovative business opportunities related to climate adaptation within the food sector.

Supporting Municipal Climate Adaptation

The project supports municipalities in assessing climate risks and evaluating their current level of preparedness. Based on these assessments, key adaptation measures for different sectors will be identified and their implementation supported.

The project will also further develop a monitoring tool that helps municipalities track and manage adaptation actions. Peer-learning events will provide opportunities for municipal experts to exchange experiences, share practical solutions, and discuss common challenges. These activities will also contribute to strengthening climate adaptation efforts at the regional level.

Building Knowledge and Networks

Climate adaptation will be integrated into existing regional platforms and networks to strengthen cooperation and knowledge sharing. Collaboration across sectors, as well as participation in national and international networks, will support the development of new solutions and good practices.

The project will organize webinars, seminars, and other events for municipalities, businesses, and stakeholders to share project findings and promote practical adaptation measures. Project results and activities will be communicated through a range of channels to reach a broad audience.

Expected Results

The project will strengthen climate adaptation across Päijät-Häme, helping municipalities, businesses, and other stakeholders better prepare for the impacts of climate change. Awareness, knowledge, and expertise related to climate adaptation will increase, while cooperation between regional actors will be enhanced.

Key project outputs include:

- A regional climate risk assessment from an adaptation perspective.
- Climate risk cards for major industries.
- A detailed climate risk review of the food system.
- An idea competition to identify innovative adaptation-related business opportunities.
- Case studies showcasing good practices from pioneering companies.

For municipalities, the project will:

Promote the active use of the climate adaptation tool in at least six municipalities.
